I suspect this is a custom creation, maybe by Willoughby or Brewster, that started with an automobile that was grafted onto a truck frame.  The fenders are skirted so I'd say it was built about 1934 although the cab looks a couple of years older. Under that long hood would be a straight eight engine so to go way out on a limb I'll say La Salle.  The second thing I suspect is that I'm probably totally wrong.
