Does anyone know who I can get to rebuild my Cat 3208? Also can it be juiced up from its original 210hp?

I'd start by talking to local diesel repair shops.

3208 doesn't use liners, so needs to bored if the cyl need work. They were known to be barely up to the task at their rated power. I wouldn't turn it up, or if you do, don't expect much of a life span.

That's what I was afraid of if I did turn it up. I know they made hire hp versions. Especially in the marine versions. Wonder if I could put a marine version in ?

Marine and fire pump engines often have a higher rating because the load is constant and the heat sink is unlimited. Neither are available in automotive applications/

But you don't have the "unlimited" cooling both those applications have. Not only can they cool the engine, they can cool the intake air far more than any truck can. Reduce the charge air temp, and you increase the density and therefor the amount of fuel that can be burned.
