By that late, most didn't have manual locks. The locks were hyd release. If the pump gets hard, look for a lever on the pump and try moving the lever to the other position and pump again.
Also it can take a fair bit of pressure to start the cab lifting. it get easier as the cab goes up.
My experience is with IHC's but if you can get a picture it would help.

Pictures of the cab jack would help, but on IHC's the jack has a lever that selects up or down, you have to jack it both ways, the cab doesn't come down by gravity.
Some of the older cabovers had manual lock that had to be released before jacking.

I recently purchased this truck and when I originally looked at the truck a couple of weeks ago the cab tilted open. Today the cab jack pumps up and has pressure to the point where I almost can't pump it up, but the cab doesn't seem to want to release from the hooks. Any suggestions?
