It looks like an early use of fog lights. That radiator guard is not mechanic friendly.

Brian Kelly had this right off the bat. This truck is an FWD with an unusually wide cab. This truck would have been several years old when this picture was taken in 1938. FWD began introducing new, much more modern, and stylish trucks in late 1933. Thanks to Don MacKenzie for this neat photo.
